"Mrs. Carnahan was bombarded by demands from small-business owners to
join Republicans on a vote to permanently repeal the estate tax.
When Mrs. Carnahan voted against the measure, she became a target for
the National Federation of Independent Business.
"She is sucking the lifeblood out of your business," the federation
charged in a flier... Placards extolled her Republican challenger
for the Senate in 2002.
National Republican groups were also mobilizing to defeat Mrs.
Carnahan. But political analysts say the small-business federation
played a crucial role, as it did in more than 30 other Congressional races in which it mobilized."
